Within the framework of NAPCORE Task 2.4, the current report presents findings which were collected by structured interviews based on a survey conducted across 21 EU Member States, as well as Norway, Switzerland and the United Kingdom. Additionally, key stakeholders such as MobilityData, the European Union Agency for Railways (ERA), and the Airports Council International (ACI Europe) were interviewed. The survey assesses the current state of digital identification systems for transport access nodes, defined as pre-defined locations where passengers may board or leave scheduled transport or transport on demand, and explores opportunities for further harmonization in alignment with EU Directive (EU) 2023/2661.

This report constitutes a deliverable of the NAPCORE project; the report identifies barriers to effective data and metadata sharing (e.g. organisational, regulatory, technical and financial), highlighting successful strategies and replicable solutions through targeted analysis of selected NAPs. A more detailed, metadata-based automated assessment is additionally carried out for the Belgian NAP, illustrating the potential of this approach to complement, extend and improve the quality of availability assessments.
