The official start of the second phase of NAPCORE project was set on 1st July 2025.

With 77 partners across 33 European countries the project continues the pan-European coordination work of the National Access Points (and National Bodies).

The project will ensure the continued operation and management of NAPCORE (National Access Point Coordination Organisation for Europe).

What is NAPCORE?

NAPCORE represents the evolution of the work previously carried out within the EC-funded projects DATEX II, TN-ITS, and DATA4PT. Its existence and activities are directly motivated by the ITS Directive (2010/40/EU, Article 5, Paragraph 3), which mandates cooperation and coordination among Member States regarding the exchange of mobility data via the National Access Points (NAPs).

NAPCORE, enabled through this project, is the fundamental organizational structure in which this coordination takes place at a European level.

Our Main Objectives

The NAPCORE project pursues the following strategic objectives to harmonize the mobility data landscape across Europe:

  • Operational Coordination: To coordinate the alignment of operational aspects of the implementation of the ITS Directive among the Member States.
  • Strategic Advice: To advise the European Commission and the Member States on the effects of current and future legislation related to the mobility data domain.
  • Monitoring and Innovation: To monitor, evaluate, and propose actions in response to relevant European and global technological and societal developments in the sector.
  • Stakeholder Cooperation: To establish and facilitate collaboration between all relevant stakeholders.
  • Development of Tools and Best Practices: To develop and offer tools, processes, and share best practices supporting National Access Points and National Bodies.
  • Dissemination and Harmonization: To share findings and results within and beyond the NAPCORE community to ensure broader awareness and harmonization.

Project Duration

The NAPCORE project will run for a duration of 30 months:

  • Start Date: 1st July 2025
  • End Date: 31st December 2027
